HPAS Exam Pattern 2025 :- HPAS Exam 2025 generally consist of 3 Stages.
(1) Pre Exam
(2) Mains Exam
(3) Interview
HPAS Exam Pattern and Syllabus 2025 (Pre)
(1) According to the syllabus provided below, this preliminary exam will comprise two objective-style (multiple-choice) tests with a maximum score of 400 points in the General Studies and Aptitude Test disciplines. This test is only intended to be used as a screening tool. Candidates who are deemed eligible for admission to the Main Examination will not have their preliminary exam scores taken into account when calculating their final order of merit.
(2) The number of applicants who will be accepted into the Main Exam will be roughly 20 times the total number of positions that need to be filled during the year. As long as they are otherwise qualified for admission to the Main Examination, only applicants who have been officially proclaimed by the Commission to have passed the Preliminary Examination will be allowed to take the Main Examination in relation to the aforementioned Preliminary Examination.
(3) As long as the Aptitude Test (Paper-II) of the Preliminary Examination is a qualifying exam with a minimum qualifying score of 33%, the scores earned on this test will not be taken into account when evaluating the candidates’ merits, which will be determined solely by the scores earned on the General Studies (Paper-I) of the Preliminary Examination for admission to the Main Exam.
(4) If a candidate receives zero or a negative grade on the General Studies (Paper-I) portion of the test, they will not be deemed qualified for the preliminary exam. (HPAS Exam Pattern and Syllabus 2025)
HPAS Exam Pattern and Syllabus 2025 (Mains)
(1) The main examination shall include compulsory subjects and one optional subject
(2) The individual must indicate the optional subject they choose to pursue on their application form. He or she may notify the Secretary of the Commission of any changes to their plans no later than the deadline for paying the examination fee. A candidate may choose to respond to the optional paper in Hindi or English.
(3) Unless a candidate receives at least 40% in each of the Hindi and English required papers and 45% overall (not including the Hindi and English required papers), they will not be deemed to have passed the written exam.
(4) Under HPAS Exam pattern and syllabus 2025, The total number of applicants to be contacted for a personality test or interview based on the written exam cannot be more than three (3) times the number of openings announced for hiring via that exam With the understanding that all applicants who receive the same minimum qualifying scores on the written exam will be invited for an interview or personality test if there is a tie between them. (5) The final ranking of the candidates will be based on their scores in the written portion of the main exam as well as the interview and personality test. Depending on their exam scores and their stated preferences, candidates will be assigned to different services and positions.

(1) With the exception of required English and Hindi papers, the quality and content of papers generally must match those of degree-level exams, such as B.A. or B.Sc., from an accredited university. The requirements and content of the required Hindi and English papers must be at the 10+2 level.

(3) Although obtaining 40% in each of the English and Hindi compulsory papers is required to qualify, the scores earned in these subjects will not be taken into account for overall ranking.
(4) The scores earned in all other required and elective papers—aside from the English and Hindi scores of the required papers—will be used to determine the marks and ranking.
(5) Credit will be given for good English / Hindi including orderly, effective and exact expression combined with the economy of words, in all subjects of the examination.
(6) The candidates declared qualified in the Main Examination on the basis of merit will be called for Personality Test
HPAS Exam Pattern and Syllabus 2025 (Interview)
- The candidate will be interviewed by the Commission who will have before them a record of his/her career. He/ She will be asked questions on matters of general interest. The object of the Personality Test is to assess the personal suitability of the candidate for the services or service for which he/she has applied to the Commission.
- The Personality Test is intended to judge the mental caliber of candidates. In broad terms, this is really an assessment of not only his/her intellectual qualities but also social traits and his/her interest in current affairs including the knowledge of customs, manners and dialects of Himachal Pradesh. Some of the qualities to be judged are mental alertness, critical powers of assimilation, care and logical exposition, balance of judgements, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity.
Note I:– Marks obtained by the candidates in the (Preliminary) Examination will not be counted for the purpose of final order of merit. However, marks obtained in the main examination as well as in the Personality Test would determine their final merit for selection. The marks obtained in the Compulsory Papers of English and Hindi will not be counted for overall ranking.
Note II:– In the event of a tie, order of merit shall be determined in accordance with highest marks secured in the interview/ Personality Test and if the marks in the Interview / Personality Test are also equal, then the order of merit shall be decided in accordance with the highest marks obtained by such candidates in the aggregate of the compulsory subjects (excluding English and Hindi Paper) and if the marks in the aggregate of the compulsory subjects are also equal, then the order of merit shall be decided in accordance with the highest marks obtained by such candidates in the Essay Paper and in case there is still a tie, then the elder candidate shall be placed higher in the merit.
